16.9 x 38 has a 220 sq inch flat plate...…...18.4 x 34 has a 265 sq inch flat plate according to the Firestone tire chart.

IT will all depend on what type class your running if its antique 16.9 but dont forget about a 14.9 they are tall slim and get into the ground

If the the only tire options are what you listed then the question you need to know is how much HP you have . Personal opinion is I like 38 inch tires .

oliverguy1990, I really believe that none of us can really give you a specific answer because of too many variables.

1) "250hp" is a 39% increase from "180". That alone may require a bigger footprint tire.

2) Track soil type. How well track has been built with water incorporated or not or meagerly. And then day of pull track condition & maintenance.

3) Speed limit or none?

4) Too small of a tire will defintiely dig into soil but can dig too big of a hole & thus kick up too much loose dirt for the sled pan.

5) Too big of a tire may not find enough bite & thus just spin out prematurely on track surface or stall out the engine.

The only way you will really answer your own question, is try each tire for several pulls.

I remember a half century ago, a farm stock Oliver 1650 gasser with a good tuneup, did a good job on 18.4x34. But sleds have changed immensely in 50 years. Along with track building.

I'd say the 38 inch.my opinion is using the 38 inch tires with a 16 inch rim gives ya some room to go up to the 18.4 if your hp goes from the bottom of your estimate. 34 inch tires really limits the amount of good used tires available to move onto better quality
