From bottom up (competitors make the rules either directly or through committees) or top down (higher ups make the rules, competitors have less direct input)? |

In my experience always top down. I've witnessed countless times over the last few decades pullers making decisions that help them but hurt the class or entire club. Someone or some group up top who has the best interests in mind needs to have a final say. JMO. |

Different sport, but same idea... I read a quote once that the rule makers have to protect racers from themselves. |

All above post are great.Pullers should be able to make suggestions and it stops there from antiques all the way up class mates are the biggest class killers |
