In the process of making a hitch. Is it frowned upon to weld a 6” wide 1” thick plate with a 4” hole to the factory draw bar considering it’s probably hardened? If that’s not a good idea, can I make a new draw bar out of regular steel or does it need to be hardened?

Where I come from, welding on the hitch of a pulling vehicle is prohibited - exactly for the reason you are giving here.
Just use regular steel. Hardened stuff, when getting too much force, just breaks. Regular steel will bend / deform, but not snap.

Good ol, cold rolled steel is some pretty tough material! Thats what we use.
