That's actually pretty simple
There are "national" association:
Nederlandse Truck en Tractor Pulling Organisatie - NTTO
Deutsche Trecker Treck Organisation - DTTO
British Tractor Pulling Organisation - BTPA
.. and another dozen
And they together form the "European Tractor Pulling Committee" - ETPC
The ETPC is basically a meeting of the member associations - with a board, safety boards, and inspection teams.
That's where we try to keep rules and safety standards uniform over country borders.
The ETPC also coordinates the Euro Cup, which is like our GN, while the national associations have their national championships.
Füchtorf e.g. was a German Championship round for Hot Farms, LimSS and mods - but Euro Cup for Super Stock, Light Mod and Heavy mod.
Anholt this past Saturday was German Championship for LimSS, Mod, Mini, SS - BUT the track is 400 ft from the border, so a lot of the dutch guys out of the area came over and pulled with the German association DTTO.

Well - each in their country
Classes - most run the ETPC classes, which are:
Light Mod, Mod, Heavy Mod, Lim SS (OEM head, turbo limit, 470 cui (?),) SS (Oem block), Unl Mini Rod, 3.6 Super Sport (427 / 2700 rpm, 360 / 3200 rpm), 4.5 Super Sport (540 / 2700 rpm, 510 / 3200 rpm).
Lim Mod is a German thing
TWD / Light TWD (N/A short wheelbase) a Dutch and French thing
Super Standard (2500 rpm, 4WD - anything goes but has a cabin) a Danish thing - starting to catch up at north German brush pulls along the border
The Italians have no rpm limited classes, but open rpm, small CUI classes
