Generally pullers can run there tractor on the dyno before they pull if your worried about being borderline on H.P. The top three in each class dyno for hp and rpm. 60 horse M, I'd pull it 6000 and 7000.

Class sizes are normally pretty big for the antiques. Some are bigger than others though. Usually at least ten tractors in a class. And the 4500 altered class is required to run the dyno to check rpm unless smoebody there has a handheld tach to use. So the pto really isn't required as long as rpm can be verified.

If the guy with the 6030 is pulling in the unpaced class only then you need to work on the sled setup or the rest of the class needs to step up their game. If you call it farm stock but there is no pace then thats no longer stock.

Your only real option here is a speed limit. Keep them at 6mph and it should be a fair contest for the true farm stock tractors.

There is a 4010 john deere listed for sale on this site. I believe it was listed about ten days ago and is a good 3000 rpm puller. It is located near Oshkosh, Wisconsin.

Get rid of it, when you start making real power the TA will become your weakest link.
Put in a couple custom gears and have fun not having to repair that TA again.
