what is the better way to go when speeding up rear end on a 460? to change constant mesh gears or to change ring and pinion?

Right now it is factory but I would like to make my gear 3 1/2 myfactokhry 4th or my 3rd like factory 4. I'm going to be running pullers inc nss class

Probably get closer to what you want changing the constant mesh gears, check with Atlas and they can help you.
