Where can a organization purchase or get info on how to build a rubber tired roller to use on a pulling track. Any suggestions appreciated.

If I had a pull in central Mo. I would just hire the packman.
Otherwise, if I were a county fair pull, I would check with the county road department and see if they can loan you their packer. (usually requires someone ti fix at least 3 flat tires). Depends on political issues, but sometimes a county fair can also borrow a state owned roller.
If you are doing this event on your own, I would contact a road construction company in your area. Sometimes you can use those for the advertising, if they have their company name on the sides of the roller, that thing will make a gazillion passes up and down the track right in front of the crowd, and that would be cheap advertising.
If you do buy one, keep that thought in mind, you can also "sell" the sides of those rollers for advertising, and also put signs on the top part and sell that space also.
Could try craigslist and e-bay.

got mine at a army surplus yard.weight-13,000 lbs/self propelled by a 770 oliver tractor drivetrain,wiht a shuttle drive.price 1500$.i beleive was bought in 1993.
