No. You are simply changing WHEN peak hp and torque are achieved in the rpm band. Keep in mind much more variables go into effect when you make power.

so, do you think with a stock cam and slightly advancing the timing you could somewhat simulate the advantages of a 3000 rpm cam while keeping the flame down on the turbo?

Pump timing or cam timing? What tractor is this on? What pump setup? What is your current static timing setting?

Yes a ground cam will increase hp noticeably. Yes other things need to be done to maximize the power gains.
