Mounting 20.8s on 22-23" Steel Wheels

Mounting a set of 20.8 x 38 Firestone RATs on 22" pressed steel wheels.
Someone mentioned using a metric tube?? Does anyone have any advice on the best way to go about this?? Also, what would be the difference in height and tread width between the following 20.8 tires mounted on a 22" rim?? Trying to figure out the best set to use. Def. use the metric tube!Also use the Deeptread tire or the RAT's.Forget about the other two.Size will differ depending on bar height.I take it you can't cut your tires?
