Put the head back on tourqed the bolts and number one and twelve rocker arms are stiff they piviot but not that smooth took the snap ring off and pulled number one rocker arm off looked fine tried it with out the snap ring and it moved fine put the snap ring back on stiff again any ideas?? Thanks for reading

maybe need to machine a little off of the stand should have 21 thousands clearance on all of the rocker arms

Just loosen the bolt on the stands with the tight rocker and tap the stand over to get some clearance and retorque bolts
