How Is a 4.1 turbo measured? Is it the part of the intake you can see, or is the biggest part of the wheel behind the housing intake?

Depends on the rules of your orginization.
Most have a 4.1 O.D. slug that may not slide thru the inlet (compressor) side of the turbo from the compressor wheel side.
If it were an NTPA rule, similar to SF, the tips of the compressor wheel would have to portrude (or is it protrude?) at least 1/8" into this narrowest part, and tips of the fins be not more than .050" from the opening.
