Seems if one calls it a protest or demonstration? then all restrictions are off! time to start calling your event a "Protest Pull" everybody bring a sign to wave around and should be all good!
You might be right. One solution seems to be having pulls on private grounds. If I had a good location along a major highway there would be a track built. Having a pull a month from May through Sept. with a super pull in Oct.. I know private pulls don't seem to draw a lot of fans or pullers vs. fair pulls but times are changing. Burlington Pa. sure had a fantastic draw and yes I know it was one of the only pulls anywhere. Maybe brush pulling is on it's way back !
