I hope someone out there can help with this one.
My rule book shows that diesel fuel is defined as a pure hydrocarbon and they will evaluate the fuel using a dielectric constant value.

The value can be no greater than 4.9 and no lower than 2.2.

So what is the best dielectric constant value of diesel fuel, what do use or do to it, to increase or decrease its value and how does this value effect the cetane number.
