Push button switch (like an older style starter button) that the shift lever pushes on when it goes into Reverse. Either mount the button on the trans top cover and have the lever (or piece of steel on the lever) push on it when in R.
Or, have the button on the lever and have it hit a piece of steel bolted to the trans top cover.
Or use one of them fancy micro switches with the lever on it, same way.

What's the best way to put a neutral safety switch on?

Same way, only it'll only work in one position (all the way to the right of the neutral gate, or all the way left), and you may have to hold the shift lever against the switch while being hooked up.

why don't you put the neutral switch on the clutch pedal so it only works when the pedal is pushed down.

Because the transmission isn't in neutral,,,,, if still in gear and a linkage, clutch levers, throwout bearing, whatever, fails and the tractor lurches forward or back, it could be ugly.
The reason for a neutral light is to show the TRANSMISSION is in neutral. (we hope).
And, the starter shouldn't work unless the neutral light is on also.
