A restrictor bushing is a slippery slope deal if not very strict on the dimensions and enforcement. We have seen this with ones we make for truck pullers. It can be hundreds of hp difference in the way they are made. How they are made and distance from the wheel changes a lot. On the exhaust side a “ g” limit does keep cost in check. Yes you can. It also depends on how someone setup the girdle vs the pan rail. Is it aprox zero crush at the rail or is there a gap and the bolts pull it down to the rail? If zero gap, you wont have any issue with the gasket on the bottom side. Could also oring the girdle to eliminate the silicon

We all have had to sit out a year time to time for various reasons. If the weight limit is the issue or the only thing holding you back, go to plate / cut out weights that are thin and have a bunch of them. May take a while to move but could do it 10lb at a time. cost all depends on the components used to build it. the biggest cost swing of a chassis is the rear end. It can vary from aprox 10-30k on its own depending on how crazy you get. The cost to run all over the country has increased over the years. On an average weekend it would normally average 6 hr drive time one way for gn pulls. It all depends on what class you are looking to run. They are all expensive. Most of the hard parts like pistons,rods, crank, block etc are about the same either way. Fuel system is aprox 5-8k for alky. Ignition can run aprox 3-6k. Turbo setup costs depend on how many and setup. A very common 3turbo setup is 2 4.1s with 48 exh and a 4.25 or bigger with 58/69 hsg. Should run between 10-14k to do.
