It's on the pullers to let NTPA know that they won't be there if they are apart of the program. The perks of apart of those programs is not having to worry about getting yourself signed up for the events.

Per the NTPA rulebook "A session of pulling will be called a completed show if one-half of the sanctioned classes have been run." It's really no different than a rainout where half the classes run where a majority of events also call that a full show, and most won't refund or give you a free ticket to the next session or the following year.
