Those are Rover Meteor V12.
The Meteor is basically a Merlin without a supercharger, which the British used for the Centurion tank (and others). They were used well into the 80s in several armies and were scrapped in the 90s.
The De Jong special is using the same engines, but they put Allison Superchargers on them.

She didn't - there are other videos where you can see her letting off before the she got the red flag.
That said - a human has a reaction time of up to one second.
That's up to one second for the flagman to realize something is wrong and another second for the driver to react to the red flag. That's 70 ft to 100 ft at this speed.

Usually - or let's say at the sleds in my area, I am not sure whether it is in the rules - there is a safety switch on the pan wheels, which doesn't allow the sled operator to switch to green if the wheels aren't up. Could have been a bad electrical contact in this case. It's all speculation at this point, the accident is under investigation.

The steering wheels on the sled pan weren't up - so the pan never really touched the ground. Additionally, the sled was very light.
The run out area is more than 100 ft there (its 330 ft to the checkered flag, 30 ft for floating finish and then another 60 ft or so into the hill).

We hardly "import" any rules anymore, unless it's safety.
Our farm stock classes have no tire limits.
There are guys on 20.8s running against 24.5 against 30.5 and radials in all sizes on up to 42 inch rims.
There you see people beat the 24.5 Mitas on 650/65-38 radial they've taken off a farm tractor.
