The 20 or 22 should be the hole diameter in thousands. 20 = .020"
I've heard of guys identifying the hole size using torch cleaning tips as gauges. Otherwise a machine shop should have gauge wires to use.

The LLSS & 4.1 classes are sanctioned by MSTPA (Missouri State Tractor Pullers). They have rules on their website & they do have both alky & smokers in the LLSS class.

Back in the 80's there definitely was not separation of the classes between national events and state events. I've been saying for over 10 years that for the premier clases to be anticipated and special they need to be national event only. Not to be a wise guy, but are you sure you really have 82 psi of boost? Are you going by a tattle tale, watching the gauge, or data acquisition? You could be getting a pressure wave back that makes the tattle tale show high.
Are you sure the gauges/sensors read the same? Check by putting regulated shop air to both at the same time and verifying they read the same.

The 404/466 blocks will bolt to 3010 & 3020 clutch housings. The bolt pattern between the clutch housing and the transmission are different between the 3010/3020 and the 4010/4020.

Do you realize how small that movement is? If the Center of Gravity of the weights was 12" below the axle centerline & all of the weight was 13' forward of the axle, the front end coming up 12" would move the weight less than 1/2 inch forward.

The 404 & 466 are essentially the same. Max bore partly depends upon what you are trying to do with it. PS pullers put a 4-7/8" bore in the SBJD so you can do that, may be able to go bigger depending upon what you are doing. NA or boost, gas, alky, or diesel. You have to remember that although there is boost or exhaust pressure on the back of the valve, there is also cylinder pressure on the head of the valve. How much is the question. In my opinion cylinder pressure is probably never going to be significantly less than exhaust manifold pressure.

At 6000# with18.4x38 tires and a box 3LM466 the tranny has a prayer of lasting, but you also shouldn't have problems making weight with a 4010 rear and gears, input shaft, and good rear end parts are much easier to find for the 4010/4020.

But there is a horizontal component to the chain load too that is below the axle so it tries to pull the front end down. Which is greater depends upon the chain length and axle height. A while back a post on here gave a typical chain length and that combined with the axle height with a ~210" tire produces a chain angle that is below the axle.
