Diesel block would be a must. Since you have to use a factory head, the third valve is of no use to you. You wouldn't be able to start on gas and convert to diesel as that motor was originally intended. That would fall under the "no dual fuel rule." I've built two IH pumps using Mack originated pumps. One p3000 and one p7100. The Mack pumps have "good" barrel/plunger assemblies and spin the right way. Problem is the front hubs on the Mack cams are always the large diameter and machining is required. Just my .02

Short answer, the higher the front end comes up, the closer your weights will be to the center of the rear axle. With the front end hanging perfectly in the air, and the rails are parallel to the track, the most force possible would be applied on the rear axle. That force would be directed through the tires to the ground.

I run a dry block with a filled head. Honestly, I run used pistons that I have decompressed and valve reliefs cut in. No problems. There are a few things to consider though. Piston material and sleeve material have a lot to do with whether or not your engine will survive. The IH and Allis component chassis can run 22" center to center. I believe the fords can as well. Dont quote me on this, but the big block deeres run 26-28" on centers. If you have a chassis that you picked up second hand, 24" center will fit a dt-466 just fine. You will be right in the mix. Good luck, Sir.
