It kind of depends on what you are running against. If you are running in an open or light super class the sled will be set tighter, not allowing a tall gear. If your rules only allow tractors like you described in your post I would think you would be able to turn from 21-18 to 1

Ordinarily speaking the 4.1 and the 9500 limited pro are the same class using up to 640 cubes with a 4.1 turbo.
Light pro is normally 8500-9000 lbs using 540 inch motors and unlimited turbos
Light limited pro stock and 8500 limited pro are also basically the same using 466 inch engines with a 3 inch inlet turbo.
