you said no steering so as the other guys have suggested your IPTO gear either in the pressure plate or from transmission may be stripped out and not driving your pumps.It drives all your pumps. mcv pump, hitch pump and pto pump. that most likely the problem since the pto and steering both quit. 20 degrees unless you have pump work to turn more rpms then you can go up to 25. Be sure that you supply it with fuel pressure if turning more rpms.

when did this problem occur? .
did you replace the mcv pump? i see you said hand pump, were you referring to the mcv pump. that is 98% of the problem most times. on the very botom of the mcv valve body there is a plug you can attach a pressure gauge to. This is where you will check the TA pressure. if you are loosing steering the TA will also loose pressure if the pump is weak. The first plug

Using stock rods you will have to clearance the block.
We sell piston kits for that app. they have a lot of torque at 3000 rpms.
stroking the crank to 5.750 is not a problem to have done.

what is your injector pump timing? you may be running the engine with the wrong cc of fuel. making cylinder temp high. just a possibility.
